RCSD Makes First Charge Using New Hate Crime Ordinance

The Richland County Sheriff’s Department announces the arrest of 33 year old Jonathan Felkel (DOB: 09/04/91).

On July 17, 2025, at around 8:30 a.m., deputies responded to a shooting incident at the 200 block of Brooksprings Rd. When deputies arrived on scene, they met with a victim who relayed that he was shot at while on a run in the neighborhood at approximately 6:00 a.m.

During the investigation, the suspect was identified as Felkel after speaking with Spring Valley security and reviewing video footage. On video, Felkel could be heard yelling a derogatory statement, “Keep running, boy” at the victim after firing the weapon.

On July 24, 2025, Felkel was arrested and initially charged with Assault and Battery of a High and Aggravated Nature and Possession of a Weapon During a Violent Crime. During an interview post arrest, Felkel made several comments referencing that the purpose of the shooting was to strike fear in the victim due to his race. Felkel was additionally charged with the Hate Intimidation county ordinance and taken to the Alvin S. Glenn Detention Center. A bond for Felkel has not been set at this time.

Felkel – “So I went down there and I seen a man standing in the bushes, it was a black man in a white shirt, just standing out there at 4 in the morning, and I saw him there and he was by himself so I was really going to do something at first and then -“

Investigator – “What do you mean by that?”

Felkel – “Well I was going to shoot at him. I was. I was going to shoot at him”
