The South Carolina Law Enforcement Division (SLED) charged Caleb Oshia Hickmon-Payne, 27, with Criminal Sexual Conduct – Third Degree and Misconduct in Office on Monday, October 20, 2025. The Columbia Police Department requested the SLED investigation.

Hickmon-Payne was booked into the Alvin S. Glenn Detention Center in Richland County. SLED previously charged Hickmon-Payne on March 12, 2025, with Assault & Battery 2nd Degree and Misconduct in Office.
